Has she had a complete blood panel run? If not, she needs to request one. There are several things that can lead to chronic pain that is unresponsive to meds. (It's a terrible thing to not feel well, and hurt constantly and not be able to get a diagnosis...so, please be very sympathetic and caring towards her.) If she hasn't been seen by a Rheumatologist, I would highly suggest that she make an appointment. Be sure to have her take a copy of all the tests she's had run thus far, copies of CT scans, etc. and make a list of her aliments, triggers (things that seem to make her symptoms worse: food; weather conditions like hot weather, cold weather, rain; sleeping habits (any insomnia); specific aches and pains, etc.) this will make for a productive appointment with a Rheumatologist...FYI, they diagnose and treat all types of arthritis, auto immune diseases, etc. and this is truly what it sounds like to me. Keep in mind that it is usually a long road to diagnose such an ailment, so help your mom keep her spirits positive by encouraging her to stay focused on getting to the root of her problem(s). You are a super sweet daughter to be so concerned. Best wishes! :0)
