There is no rule, you just need to try both and decide what woks best for you. You can also try to add <a href="http://www.1caviar.com">beluga caviar</a> to the recipe at the end on top of the chilled salad. The neutral taste of the macaroni will bring out the taste of caviar and in turn the caviar will make the other ingredients pop in your mouth.
